Chandigarh:–The Chandigarh Wine Contractor Association (CWCA) Demands an enquiry by the ED and CBI in the tendering process of the Excise Policy of Chandigarh for the year 2025-26 whereas certain liquor business men want to monopolize/cartelization of the liquor business We demand that the source of this money is to be investigated as from where this money came from to cartelize the liquor business in Chandigarh.
In excise policy 2025-26 it is clearly mentioned that maximum only 10 vends would be allotted to and firms company association of persons but hereon 33 vends were given to a single family of one specific individual in which the individual got 8 vends, the wife got 9 vends, the son was given 7 vends, 2nd company in which the individual was a director was given 9 vends.
A total of 97 vends out of which 87 vends were allotted to just 2 or 3 individuals operating under different firms or through their relatives, associates and their employees.
Further the earnest money which was deposited by the applicants of the entire tender process was returned immediately to the applicants while no security amount was deposited by the successful allottees in question, in this matter whereas generally it was practised that the earnest money is not refunded to the applicants until the security amount is deposited by the successful allottees which raises the question as to why there was such a hurry to allot liquor vends to these individuals.
The role of the AETC and few other officers is in question as this tender process violated the Excise Policy 2025-26 and the competition act 2002, as to why the entire business of liquor was cartelized.
The applicants of the tender process raised the question of cartelization during the opening of the financial bid and also gave a written representation to the Collector Excise and other officers but no heed was paid to this demand of the applicants. And the officers were in a hurry to open the financial bid and ignored the representation of the other applicants.
That due to this cartelization the rate of liquor would be doubled in the city because of the monopoly of one individual in the city further on leading to interstate smuggling of liquor as the major successful allottees of this tender process are having varios FIRs against themselves for interstate smuggling.
That it is requested to the administrator that this cartelization of liquor vends be terminated.
